MINUTES                                                                                                          
BOARD OF PUBLIC SAFETY
August 7, 2014

A  REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,    
August 7, 2014.
 
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, Commissioners Darlene Battle, Douglas Benedetto, Angelo LaMonica, Richard Zaharek, Glenn McLeod and Robert Conforti, along with Deputy Fire Chief Christopher Pepler, Police Chief Michael Maniago, and Deputy Police Chief Christopher Smedick.  Personnel Director Thomas Gritt and Drakeville Fire Chief Michael Maccalous were also present.   
 
Mayor Carbone called the meeting to order at 6:28 p.m.  

MINUTES
On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes the regular meeting held July 9, 2014.  Commissioner Benedetto abstained.
OPEN TO THE PUBLIC      
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to open the meeting to the public.   There was no one present who wished to speak.

DISCUSSION ON CONTRACT ADMINISTRATION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to open the floor to the Board for a discussion regarding contract administration.  Mayor Carbone read a memorandum dated August 7, 2014 from the City’s Labor Counsel, Atty. Victor Muschell.  Mayor Carbone explained the contract administration process, which begins at the Mayor and Personnel Offices.  She said her recommendations would then go to this Board for approval.  The labor unions’ recourse is through the grievance process, she said.

EXECUTIVE SESSION
On a motion by Commissioner ¬¬Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to enter Executive Session regarding Police Department Personnel at 6:48 p.m., inviting Chief Maniago, Deputy Chief Smedick and Atty. Rigat.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Open Session at 6:56 p.m.

PROMOTIONS/POLICE DEPT:  K. Sultaire
On a motion by Commissioner Zaharek, seconded by Commissioner LaMonica, the Board voted unanimously to promote Acting Sgt. Kevin Sultaire to Police Sergeant with an effective date at the discretion of the Chief of Police.

FIRE CHIEF'S REPORT
On a motion by Commissioner Conforti, seconded by Commissioner LaMonica, the Board voted unanimously to accept Fire Chief Brunoli's Report for June 2014.   

EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the Emergency Management Report for June 2014.

DEPUTY FIRE CHIEF'S REPORT
On a motion by Commissioner McLeod, seconded by Commissioner LaMonica, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report for June 2014.  Deputy Chief Pepler offered to share the Critical Incident Plan for the schools with Commissioner Benedetto.  He said he will look into dispatch procedures regarding the use of the Drakeville Tanker, and explained the difference between local recruit training and the Fire Academy.

FIRE MARSHAL'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept Fire Marshal Tharau's Report for June 2014.

TRAINING OFFICER'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Training Officer Tripp's Report for June 2014.

POLICE CHIEF'S REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously
to accept Chief Michael Maniago’s Report for June 2014.  Chief Maniago said he will meet with Board of Education staff to review the Critical Incident Plan, and that he has received nothing but compliments from Goshen and Litchfield regarding the Regional Animal Control.  Chief Maniago said he has seven vacancies and is in the process of hiring new officers.

OFFICER PISARSKI’S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for June 2014.  Chief Maniago said Officer Pisarski has been meeting with the State regarding the lines to be painted for the Blocking the Box prohibition.

STOP SIGNS:  Wolcott Ave.
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to approve the installation of stop signs at the intersection of Wolcott Ave., Woodbine Street and Dewey Street.  Chief Maniago explained that cars pull too far out into the intersection to obtain a clear line of sight, so this intersection needs to become a four-way stop.

EMS PROVIDER REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the EMS Provider Activity Report for June 2014.   
 
BUSINESS:  DEPT. HEADS  
On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Department Heads.  

Chief Maniago said the Mayor, Members of the NW Coalition Opiate Task Force and our State Representatives cut the ribbon on the Prescription Drug Drop Box.  He reported that the Narcotics Unit in the Detective Bureau seized 106 bags of crack cocaine, heroin and asset forfeiture funds last night.  Chief Maniago added that Lindsey Raymond was hired as Director and Fundraiser for the P.A.L. program, and he congratulated Sgt. Sultaire.

Deputy Chief Smedick added that Ms. Raymond has already identified revenue sources for P.A.L. and he congratulated Sgt. Sultaire.

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Conforti, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by Volunteer Fire Departments.  Chief Maccalous thanked the Mayor for attending their Flea Market.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.   
All members and the Mayor congratulated Sgt. Sultaire.  

Commissioner Benedetto said the firefighter hiring policy should be changed concerning criminal background checks.  Mayor Carbone agreed that this is a point well made.   Deputy Pepler said they hope to start the process sooner next time.

Mayor Carbone thanked the Police Department for a job well done at the Main St. Marketplace.

ADJOURNMENT  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to adjourn at 7:27 p.m.
